The Operations Services Engineer is accountable for being part of a team that provides Engineering, Technical and Operations support to all Midstream regions. Responsibilities include but are not limited to implementing innovative technology projects, acting as liaison between field personnel and support groups, preparing to operate digital projects, developing and strengthening cross functional relationships, providing technical support for pipelines, terminals, maintenance, and reliability groups, leading the functional excellence teams which are focused on developing and optimizing operating and maintenance procedures, providing guidance on best practices, and participating in incident investigations.
Responsibilities May Include:
Promoting a culture that delivers excellent HSE, Operational, and Maintenance performance through collaboration to ensure maximum impact across the organization.
Implementing innovative technology projects across all regions as well as providing updates to key stakeholders, region management, and the Midstream Operations Leadership Team (MOLT).
Creating an environment of trust with field personnel and communicating on their behalf to other support groups, such as Operations Excellence or Marketing, to ensure problems are quickly identified and remedied.
Interfacing and building relationships with other groups including Marketing, Commercial, Business Development, Strategy, HSE, Scheduling, Control Center, Fuels Quality, Terminal Controls, IT, and Technical Services.
Aligning with two Midstream regions in order to understand regional operations and commercial needs, develop relationships with personnel, elicit feedback, identify where field support is needed, and provide updates from Operations Excellence.
Lead one of the Functional Teams for Maintenance (MFET), Terminals (TOPFET), or Pipelines (POPFET) to troubleshoot issues and evaluate the effectiveness of Operations & Maintenance policies and procedures.
Supporting the prepare to operate phase of Midstream Digital Innovation (MDI) project for all regions.
Providing technical support for operations and maintenance where issues require expertise or resources that are not available in the regions.
Identifying best practices and driving consistency in field operations and maintenance.
Facilitating incident investigations and providing recommendations for improvements.
Required:
Legally authorized to work in the job posting country
Bachelor's Degree in Engineering
3 or more years of experience in a petroleum related industry
Willingness and ability to perform and comply with following, with or without reasonable accommodations:
- To travel up to 25% of the time to field locations
Intermediate level of proficiency with Microsoft Word, Excel and Outlook

Midstream
Phillips 66's Midstream business is a safe, reliable and trusted logistics provider for the movement and storage of liquid or gas energy via pipelines or terminals. We are an industry leader in logistics and operate or manage more than 22,000 miles of pipelines that transport crude oil from oil fields to refineries and finished products from refineries to storage terminals. We operate 39 terminals that supply finished products to consumer gas stations, as well as crude oil and NGL storage terminals and NGL fractionation facilities. We also provide the connectivity between the various Phillips 66 business units.
